Dear Madam President,
During the debate on drugs policy with the House of Representatives on 6 March 2008, we agreed to draft a new policy document on drugs. In preparation, the policy pursued in the past fifteen years was evaluated by the Netherlands Institute of Mental Health and Addiction (Trimbos Instituut) and the Research and Documentation Centre. We also appointed an Advisory Committee on Drugs Policy (Van de Donk Committee) to advise us on the future of drugs policy, using the outcome of the evaluation as a basis. These reports were finalised and presented to the House on 2 July 2009.
In this letter, we describe the implications of the evaluation and the Advisory Committee’s report for current drugs policy. Since we intend to make major changes to some elements of this policy, we have opted to discuss the main outlines with the House of Representatives before fleshing them out in a comprehensive document.
